Alianza Americas, a network of migrant-led and migrant-serving organizations from Latin America and the Caribbean, celebrates the passing of the 21st Century ROAD to Housing Act, the first legislation that aims at boosting home supply and home ownership. While this does nothing directly about the cost of rent and ownership, it is an important step towards addressing the housing supply and curbing the influence of large investors in the housing market.
The bill passed through Congress with bipartisan support, but the President refused to sign it, as an expression of his frustration with the lack of support for legislative initiatives that restrict the right to vote. The bill became law.
This legislation is a first and important step in the right direction towards meaningful structural changes that housing advocates have demanded for decades. It sets the path for incremental changes through incentives addressed to local government and builders. The bill includes limits on large investors in family housing, while increasing the limit on investments in public welfare so that banks can invest in accessible housing. It also broadens the definition of prefabricated homes to spur innovation and expand housing offerings, and simplifies and shortens the timeline for environmental impact studies to promote home building and streamline the approval process through pre-approved housing designs. Finally, an increase in federal lending should also contribute to augmenting offerings in the housing market.
A safe space to call home is one of the pillars of a dignified life. Systemic inequities and discrimination often prevent individuals from having access to housing. This legislation is far from the comprehensive action the housing crisis demands, but it shows that when Congress does their job, they can take meaningful steps to confront the structural inequities that keep safe, affordable housing out of reach for millions.We will monitor the legislation's implementation and ensure it creates options that do not discriminate or leave groups behind.
